Our Group Plan 2016-2021


This plan is a statutory requirement under the Civil Defence Emergency Management Act 2002. It is the third plan prepared by the Auckland Emergency Management Group and came into effect on August 2016.

The aim of the plan is to provide for a co-ordinated and integrated approach to the way significant risks and hazards in Auckland are managed. This will help ensure the community’s social, economic, cultural and environmental well-being, as well as safety of people and property. The plan sets the direction for civil defence and emergency management in the Auckland region.


The broad purpose of this plan is to enable the effective and efficient management of regionally significant hazards and risks.

This plan provides for:

  • Strengthening relationships
  • Encouraging cooperation
  • Seeking commitment to achieve better outcomes


The vision of this plan is "A Resilient Auckland" and its mission is to create that resilience together. A resilient Auckland is one where the community is prepared and bounces back quickly after a hazard event. This is vital in terms of Auckland’s social, economic, cultural and environmental sustainability.



Each Civil Defence and Emergency Management Group must, under section 26 of the Civil Defence Management Act 2002, appoint a suitably qualified and experienced person as the Group Controller and Recovery Manager for its area. The list within the Group Plan documents is subject to change.
